Every Kentucky county has a District Court with a Small Claims Division, and you file with the Office of Circuit Court Clerk in that county (usually at the county courthouse or judicial center). File in the county where the defendant lives or does business; a company can also be sued where an officer or its process agent lives, or where a contract was made or was to be carried out.
